Statement from Hyde Park Town Supervisor Al Torreggiani

Information recently began circulating on social media regarding the Town of Hyde Park’s application for a $1 million New York State grant related to the proposed Elbow Creek Development off of Route 9G, behind the Moose Lodge. My administration remains committed to transparency, accountability, and ensuring that the community has the facts necessary to make informed judgments. Unfortunately, much of the discussion has lacked important context, creating confusion within our community. I believe residents deserve accurate and complete information about how this process works.
The application before the Town Board is for funding through New York State’s Regional Economic Development Council Consolidated Funding Application (CFA) as part of the State’s Pro-Housing Communities initiative. This program was established by New York State to encourage the development of much-needed housing, and municipalities serve as the grant applicant when projects meet the program’s eligibility requirements.
It is important to understand that this is not a grant in which the Town simply receives or distributes $1 million to a developer. The program operates on a reimbursement basis. Under this process, the developer must first complete all eligible work, pay the associated costs up front, and submit detailed documentation to the State before any reimbursement is considered. If the project does not meet the State’s requirements, reimbursement is not provided. This is the same reimbursement model the Town utilized for the grant that helped fund improvements to our library.
Both New York State Sen. Michelle Hinchey and Assemblywoman Didi Barrett offered letters of support to advance this grant.
Residents are entitled to have thoughtful discussions about development projects and the future of Hyde Park. Those discussions, however, should be based on complete and accurate information rather than incomplete descriptions that can unintentionally mislead the public.
A special Town Board meeting on Tuesday, July 28, 2026 at 3 p.m. will provide the opportunity to publicly consider this grant application and answer any questions residents may have.
